The Nation's Capital Region REACT Team differs ourselves from other community emergency response teams.

Our cadre is comprised of Land Mobile Radio (LMR) professionals and public safety officials that have been focused on communications as their professional careers. N.C.R. REACT members have years of trunked radio experience and interoperablity expertise. This translates into reliable two-way communication and educated problem-solving using professional theory, commercial grade equipment and subject matter expertise second to none.

REACT volunteers have been providing a wide range of radio related community services to the public since 1962.

REACT is a group of committed public safety communications professionals with a desire to assist our communities in times of emergency or disaster. Team members provide expertise when disasters strike. REACT assists by augmenting local resources with the goal of accelerating relief efforts. Our Founder

Mick Lemish is the founder of N.C.R. REACT and a nationally recognized expert in land mobile radio (LMR) systems, public safety interoperability, and emergency communications infrastructure. With over 30 years of experience spanning federal, state, and commercial sectors, Mick brings unmatched technical depth and operational insight to the REACT mission.

He is a FEMA-certified Communications Unit Leader (COM-L), Communications Technician (COM-T), and IT Service Leader (ITSL), and holds core FEMA ICS credentials including IS-100, 200, 700, 800, as well as classroom completion of ICS-300 and ICS-400. His additional FEMA coursework includes:

Mick currently serves as Trunked Radio System Manager for the largest Motorola customer, overseeing a fleet of more than 4,500 repeaters and nearly 500,000 subscriber devices. A former Motorola Service Elite Specialist, he previously led technical operations for the largest Motorola Platinum dealer in the world, managing complex deployments across LMR, DAS, and private LTE systems in the Washington, D.C. region.

His federal portfolio includes engineering and technical roles supporting mission-critical communications for the Department of Defense Pentagon Force Protection Agency, U.S. Park Police, FBI, U.S. Marshals Service, ATF, DEA, TSA, CBP, DHS Headquarters, and the DOJ Wireless Management Office.

Mick also served as Public Safety Division Manager and 911 PSAP Director for the fastest-growing county in the United States, where he oversaw all radio and emergency communications infrastructure. He led the first jurisdictional deployment of Public Safety P25 Phase II and represented the county on the NPSPAC Region-20 Planning Committee for Maryland, D.C., and Northern Virginia.

A licensed FCC operator (WSAN346, WSAN348, WRMI400), Mick installed his first mountain-top GMRS repeater in 1989 and has been active in radio communications since 1974. He is a member of REACT International and has been a co-founder of two REACT teams in the U.S.

His operational background includes service as a sworn law-enforcement officer, paid and volunteer firefighter, and public safety dispatcher. He has led strategic deployments of NG911, CAD-to-CAD interoperability, mobile data systems, and private microwave networks, and has directed multimillion-dollar capital projects supporting public safety modernization.

His expertise in trunked radio systems, tactical interoperability, and regulatory compliance is reinforced by active membership in APCO, NATIA, and the Virginia State Police Alumni Association. A career that reflects a lifelong commitment to public safety communications, technical excellence, and service to community.
